  • All registrations must be accompanied by a payment. Two or more individuals cannot share a registration.

  • Receipts will be provided at the conference.
  • CANCELLATIONS: APHSA must receive written cancellation notice no later than OCTOBER 2, 2002 in order to issue a refund less a $50.00 cancellation fee. All refunds will be issued after the conference. There will be no refunds for "no shows."

Transportation Information

Location: Interstate 4 (Exit 25 A)

From the Airport: A 24-hour van service is available from Mears Motor Shuttle with booths located outside the airport baggage claim area. The A-side counter of the Mears Motor Shuttle is outside carousel #5 and the B-side counter is outside carousels #8 and #14. The price is $15.00 one-way and $27.00 round trip. Taxi service is also available, the one-way taxi fare is $47.00. No reservations are required for transportation from the airport.

To the Airport: Mears offers 24-hour shuttle service. Pick-ups are 30 minutes after the hour, by reservation only, and will be at the hotel front entrance. Taxi service is also at the front entrance of the hotel.

WORKSHOPS and DESCRIPTIONS

Semi-annual Reporting

The Farm Bill further simplified change reporting options. Semi-annual reporting provides easier access to the Food Stamp Program for most households by greatly reducing their reporting requirements. Learn from state experience, and hear plans to expand the policy under the new law.


Is TBA For You?

This new option allows families who leave TANF due to earnings to continue receiving a set amount of transitional food stamp benefits for up to five months after their cash benefits end.


Taking Back Misspent Food Stamp Dollars

How does a state sustain its efforts to collect food stamp overpayments within the current environment of budget austerity and staff shortages? This workshop will highlight the successful approaches of several states.


Reauthorization: You Asked For It—Now What Do You Do With It?

Food Stamp reauthorization provided more options for states than any legislation in the past 20 years. This workshop will explore the new options and opportunities available to states. A facilitated discussion will follow a presentation of the new options. Come and discuss what your state has implemented or would like to.

The Road to Excellence

This workshop showcases successful reinvestment initiatives in three states. Florida, Ohio and Virginia will share ideas on the activities they found most successful in improving payment accuracy.


Enhanced Funding: Two States Experience

Staff from Texas and Arizona will talk about what they have done to lower their quality control error rates, qualify for enhanced funding, and how they have managed to earn enhanced funding.


EBT: What’s Up With That?

Did we make the congressional deadline for nationwide EBT? What changes included in the Farm Bill Reauthorization affected EBT? What is the status of the adjustment rule and interoperability? Are there new ideas on the horizon? This workshop will cover these and other current issues in electronic benefits transfer.


When The Wind Blows —Providing Disaster Assistance Through EBT

Can you issue emergency food stamp benefits through your EBT system in the event of a disaster? Will your state be ready to respond promptly and confidently when the time comes?


EBT Reprocurement Tales and More

Staff from Texas and Colorado will walk you through the processes they followed to reprocure EBT Services. Colorado successfully led the effort to procure new contract services for the Western States EBT Alliance. Staff from Texas will talk about their decision to move from a single vendor for the EBT system to multiple vendors with distinct responsibility for different parts of the EBT system.


FNS Elderly Nutrition Grants

Three states will share information about their elderly nutrition grants. Maine’s project includes developing an application assistance training curriculum; field guide; and community education materials; and partnering with community agencies. Florida’s project proposes increasing participation through their simplified application and benefit determination pilot project. Michigan has an innovative nutrition initiative designed to serve at-risk seniors’ needs for nutrition education, food assistance, and income support through partnerships that link state agencies and local senior centers through the Internet.


Targeting Obesity and Diabetes—The Family Nutrition Program

Learn more about the FNS nutrition education campaign and the efforts being made to target obesity and diabetes. Current initiatives will be presented highlighting various educational intervention methods from the state and Cooperative Extension Service perspectives.


Joint SSI/Food Stamp Application Processing

Elderly and disabled persons have lower food stamp participation rates. Successful State and Social Security Administration partnerships have led to a streamlined joint application process, electronic data sharing, and instant food stamp approval for persons approved for SSI.


FNS Outreach Grants: Seek and Find

This workshop describes outreach projects aimed to help ensure that states reach and serve eligible populations.


What are States Doing with Computer-based Policy Training?

New York, Wyoming and Michigan will share how they are training staff with computer-based modules to assist them in the efficient delivery of policy training for frontline workers.


Improved Client Services Through Call Centers

States are using technology to offer their customers many convenient ways to contact state agencies or provide important client information. Call centers are one approach that appears to work well for improving customer service and access.


Food Stamp Employment & Training Today

Developing of an effective Food Stamp Employment and Training (E&T) program presents many challenges. This workshop covers new changes in the law and samples varied approaches that may give you ideas for your state’s E&T program.


Quality Control Changes and Performance Measures

Do you understand the major changes being made to quality control and how they will have an impact on your state? Performance bonuses will replace enhanced funding. Payment error rate penalty calculations are changing dramatically. This panel will share information on what these changes mean, when they will occur, and how states have helped design the new performance measures bonus system.


Serving Noncitizens

The noncitizen population is a growing group of Food Stamp Program participants. States are looking for ways to solve the issues involved in serving the diverse needs of noncitizens. Come learn about ways you can address these issues more effectively.


Waiver World

This panel explores creative demos and waivers that states are using. Learn about the current policy and process governing waivers and demonstration projects, and the status of the FNS waiver database that will make information regarding waivers more accessible to states.
