Centers for Medicare & Medicaid Service/HHS

  • June 30, 2017 - CMS issued an Informational Bulletin (CIB) that describes their intent to use enforcement discretion to focus on working with states to achieve compliance with the managed care regulations when states are unable to implement the July 1, 2017 requirements of the final rule. To implement this enforcement discretion, states will need to identify for CMS those regulations of the final rule that they are unable to implement by the required compliance date. This flexibility will not apply to the actuarial soundness, medical loss ratio (MLR), and pass-through payment provisions of the final rule because of the significant federal fiscal implications of these provisions for the Medicaid program.
  • May, 2017 - CMS released the Money Follows the Person (MFP) 2015 Annual Report. The national MFP rebalancing demonstration continues to grow; the 11,661 MFP transitions during calendar year 2015 marked the largest annual number transitioned since the inception of the demonstration and represented 97 percent of the number grantees targeted for the year. Cumulative MFP enrollment increased to 63,337 transitions by the end of December 2015, a 23-percentage-point increase over the total number at the same point in 2014. The national evaluation has continued to assess demonstration outcomes, but for the first time has estimated cost savings associated with the demonstration. In addition, consistently throughout the demonstration, MFP participants have reported significant improvement in the quality of their lives while state grantees have benefited from the flexibility afforded by the grant funding to develop transition programs, expand community-based LTSS offerings, design new services, and remove programmatic barriers to transition.
  • June, 2016 - The Connecting Kids to Coverage National Campaign developed a School-Based Outreach and Enrollment Toolkit to help bridge relationships between schools and organizations. The Toolkit highlights strategies for integrating enrollment into existing school processes—like including enrollment questions on new student registration forms—and developing sustainable outreach partnerships. It also includes tips for identifying and working with different members of the school community from nurses and school social workers to principals and superintendents. In addition, the Toolkit includes template communication tools (such as social media posts).

Substance Abuse and Mental Health Services Administration (SAMHSA)

  • Behavioral Health Barometer, Vol. 4 - This report presents national data about the prevalence of behavioral health conditions. This data includes the rate of serious mental illness, suicidal thoughts, substance use, and underage drinking. The report also highlights the percentages of those who seek treatment for these conditions. The state-level Barometers contain valuable insight into the behavioral health needs and the unique challenges faced by communities across the country. This analysis can help public health authorities and others determine the best ways of meeting behavioral health care needs and disparities among various communities.

Virginia's Plan for Well-Being

  • To read Virginia's Plan for Well-Being Measures, please check out the digital version here. With funding provided by the Centers of Medicare and Medicaid Services' (CMS) State Innovation Model (SIM) grant, Virginia's Plan takes a comprehensive approach to its State's well-being. It "lays out 13 priority goals that address issues significantly impacting the health and well-being of the people of Virginia. It provides a framework to guide the development of projects, programs, and policies to advance Virginians' health.
  • Additional information can be found on the website of the Virginia Department of Health.
  • The Virginia Center for Health Innovation website provides a great "big picture" of all the work Virginia is doing.
